Local committees are legal entities. The scope of their activities is regulated by the Statute of the City of Zagreb.
Local committees are the second level of local self-government in the City of Zagreb.

Members of the councils are elected by the citizens of its territory on the basis of their general voting right of direct election by secret ballot.
