City districts are legal entities. The scope of their activities is regulated by the Statute of the City of Zagreb.
City districts are the upper level of local self-government in the City of Zagreb.

Members of the councils are elected by the citizens of its territory on the basis of their general voting right of direct election by secret ballot.
Councils of the city districts consists 11 to 19 members (depending on the number of the citizens living in a district, and councils of the local committees have 7 members).
17 city districts have been founded on the territory of the City of Zagreb.
